Trio of dogs injure Jacksonville man in second incident

Life would not be the same without pets. Dogs, cats and other animals provide valuable emotional support to millions of Floridians. Nearly all domestic animals are well-trained, well-behaved and responsive to their masters' voices, but animals of an aggressive nature or animals feeling threatened can lash out.

There are few defenses for people when man's best friend considers someone an enemy. There are laws in Florida that create guidelines for animal care that regulate restraint, as well as standards for encouraging pet owners to prevent animal attacks by making them responsible.

The alleged victim of a dog attack is claiming local authorities are not enforcing these laws. The man was jogging in Putnam County when three dogs apparently came off of a nearby property and attacked him repeatedly, biting him seven times on his hands and legs.

County ordinance requires animal control to remove a dog from its owner's care if it has bitten someone hard enough to cause severe injury; the statute also allows the government to euthanize the animal within 10 days. However, the victim says the dogs are still with their owner, albeit quarantined.

The offense report also shows animal control was called to the same property to investigate another attack earlier. A neighbor also claimed to have been attacked by the same three dogs.

Victims of animal attacks when an owner or caretaker is responsible may claim financial damages in a civil lawsuit to offset medical expenses and other costs, as well as compensate the victim for pain and suffering. An attorney can help assemble and forward a case for an animal attack.
